 How to use the Categroies

I use WA 4.2 and it is not clear for me how to use the categroies.
As i understood , the forum is under the Categories, such like
Cat1
- forum2
Cat2
- forum2
...
Cant it be like:
Forum
 -Cat 1
- Cat2 ...
Is this right ? How can i change this?
