 Japanese Encoding problems

I have been running your software now for some years now and I want to say thank you for all your efforts.
I had a user contact me with the following problem. The user is running windows in Japanese. He goes to our website and gets a blank screen originally. His Internet Explorer browser is set to Encode auto (selected in advance). Once he goes and resets his browser to encode in japanese manually the home page is displayed. If he selects any forum he gets another blank screen which is corrected again by re-selecting the Japanese encode again. When he selects a thread to read then some parts turn to garbage which is then corrected by selecting the japanese encoding again.
I had the user try to delete all his cookies and temporary internet files but that did not help.
Any ideas? Thanks.
